Who goes first in Alpaca?

The person who most recently petted an alpaca goes first and takes the alpaca miniature.
Rule details
Turns proceed clockwise. The rulebook jokingly says that if no one has petted an alpaca, players should go pet one immediately; it gives no practical alternate starter.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
