The player who most recently drank a cup of tea is the starting player and takes the starting player marker.
Rule details
Worker placement begins with the starting player and continues clockwise. During the game, taking the last Stockyard action space gives that player the starting player marker for subsequent placement rounds.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
