The player who most recently dived in the sea is first in turn order.
Rule details
Turns proceed clockwise from the first player. If using King cards in basic mode, give King 1 to the first player, King 2 to the second player, and so on.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
