Who goes first in Asara?

The person who most recently climbed a tower starts.

Rule details

That player receives the Caliph’s patronage tile and starts with 20 Asari. Each successive player clockwise begins with one more Asari than the previous player.

The starting player takes the first turn; turns then proceed clockwise.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
