The player who most recently flew is player one and takes the dice and stopwatch.

Player one rolls the dice and starts the stopwatch before everyone plans simultaneously.
This answer follows the Racing mode presented first in the manual.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
