Whoever most recently saw a shooting star goes first.

Rule details

Give that player the First Player token; they retain it throughout the game.

Turns proceed clockwise.

The additional two-player Dream phase does not change this starting criterion. This answer covers the multiplayer rulebook.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
