Who goes first in Bargain Quest?

Give the initial quest token to the player who most recently paid cash for goods or a service.
Rule details
The first Supply step uses a shared draft: everyone chooses a card before passing the remaining cards left. The token does not give its holder the first choice of every phase.
Shopping order depends on the displays. Equal appeal is broken by total displayed price, then clockwise order from the quest-token holder. The last shop to receive a hero takes the token.
The current token holder starts the Upgrade step, followed by the other players clockwise.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
