Who goes first in Black Gold?

Whoever most recently filled their car with gas takes the market price die and starts the first round. If players cannot remember or prefer another method, the rules say to choose randomly.
Rule details
The die holder begins by adjusting oil prices. The die passes to the left at the end of each round.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
