Who goes first in Blood Rage?

The player whose birthplace is farthest north takes the first Action turn.

Rule details

Give that player the First Player token. Card drafting happens before the Action phase; the token holder then acts first, followed by clockwise turns.

For a first game, the rules recommend skipping the first Age's draft and using the eight dealt cards. This does not replace the starting-player criterion.

Pass the First Player token to the left at the end of each Age.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
