Whoever visited Italy most recently starts. If nobody has ever been there, choose the starting player randomly.

Rule details

The initial cube-pyramid construction is simultaneous; the selected player leads the player-turn phase.

This is Burano, the cube-pyramid game, rather than Walking in Burano.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
