Who goes first in Caldera Park?

Whoever most recently saw a wild animal in real life takes the marmot and makes the first action-token and terrain choice.
Rule details
Each round begins with everyone choosing a weather token for their own park. The marmot holder's choice follows that weather step.
After the marmot holder announces the requirements, everyone places an animal token and refills their display. Pass the marmot to the left for the next action turn.
The solo challenge reveals action tokens from a shuffled stack instead of choosing an action token from the row.
Our interpretation
The criterion assigns the first shared-action chooser, rather than a separate animal-placement turn. The sighting must be in real life.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
