Who goes first in Cat-a-comb?

The person who last combed a cat places the neutral cats during setup. Their opponent takes the first turn.
Rule details
The setup player places one brown Neutral Cat on a Region tile of each color.
The two players then alternate gameplay turns. The cat-combing criterion selects the setup player, not the first active player.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
