Who goes first in Ceylon?

In standard play, whoever drank tea most recently starts, or choose randomly. In the optional experienced-player variant, the lowest-numbered starting tile determines who starts.
Rule details
The starter receives the teapot and chooses an initial map position first. Standard setup continues clockwise; the experienced-player variant assigns these initial positions in ascending starting-tile order.
During play, turns proceed clockwise from the starting player.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
