Who goes first in Curious Cargo?

Rule details

Both Forklifts begin on space 0 of the Construction Track. Put the most recent truck rider’s Forklift on top.

Each phase uses the player farther along that track first; a stacked tie goes to the Forklift on top. Construction can be played simultaneously, but either player may request sequential turns. Resolve track movements as though turns were sequential.

Construction can change the track order before Trucking. The initial priority therefore does not guarantee the first Trucking turn.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
