Decide who is most malicious and give them the start-player pencil sharpener. The rulebook also suggests rolling a die.
Rule details
During the Build Dungeon phase, players choose cards clockwise from the starting player.
Pass the start-player pencil sharpener at the end of each build round.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
