Who goes first in Draw Bot?

Players do not take individual turns: everyone draws at the same time. The player who most recently used a screwdriver is named Workshop Manager during setup.
Rule details
At the beginning of a turn, the player to the current Workshop Manager’s left becomes the new Workshop Manager, rolls four dice and chooses one exclusively; all players then choose an action.
As written, the first turn’s dice roller is the player to the left of the manager named in setup.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
