Who goes first in Electropolis?

The player who has paid the biggest electricity bill most recently takes the first space on the Turn Order board.
Rule details
During setup, the other players place their Turn Order tokens clockwise in ascending-numbered spaces.
When the game begins, the player whose token is closest to the bill icon acts first, with play continuing clockwise.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
