The person who most recently went up a tower starts and receives two white bricks.
Rule details
Proceeding clockwise, each later player receives one more white brick than the preceding player.
Regular turns start with that player and proceed clockwise.

If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
