The player who last blew a kiss is the first player.
Rule details
The first player starts character creation and takes the first turn after the opening Chapter One card is resolved.
The two players then alternate turns.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
