Who goes first in Foothills?

Choose a starting player; the rules suggest the person who most recently dug soil in their garden.
Rule details
Give the selected player the starting-player chit; that player keeps it for the entire game.
Players then choose two starting resources in reverse play order.
The two players alternate turns beginning with the starting player.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
