Choose the starting player randomly.
Rule details
The chosen player takes the first bidding-or-passing turn in the property-buying phase. Turns proceed clockwise.
In later buying rounds, the winner of the preceding auction starts. House selection and reveal in the selling phase are simultaneous.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
