The last person to eat a melon starts the first round.
Rule details
Play proceeds clockwise.
At the end of a round, the current starting player takes the remaining double tile. The next player clockwise becomes the starting player for the following round.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
