Who goes first in Gentes?

Players choose a starting player by any method they like, then give that player the Starting Player token.

Rule details

The first civilization cards are chosen starting with the player to the right of the starter and continuing counterclockwise.

Later, a player can take the New Starting Player action to receive the token for the next round; otherwise it stays with the previous starter.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
