The person who most recently saw a dinosaur fossil starts and takes the Starting Player Marker.
Rule details
After the starter is determined, the second player receives an extra sharpened Chisel; the third receives an amber; the fourth and fifth receive both.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
