Who goes first in Last Bastion?

Whoever most recently defended a person or an honorable cause takes the first turn. Continue clockwise.

Rule details

A turn begins with the Horde phase, followed by the Hero phase.

For fewer than four players, each person chooses one Hero; unused Horde boards become neutral boards. In a two-player game, the two Hero boards must face each other.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
