The player who most recently saw a circus act starts the first act.
Rule details
For the next act, the player with the lowest score becomes first player; if tied, the youngest tied player starts.
Preparation choices proceed clockwise from the first player; the performance itself is simultaneous.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
