Who goes first in Moon?

The player with the loudest voice takes the first Construction turn.

Rule details

First, all players complete the Production Phase. Give the loudest-voiced player the First Expedition Card; that holder starts Construction, followed by clockwise turns.

With three to five players, pass hands left after everyone has taken a turn. The new First Expedition Card holder starts the next round of turns.

With two players, the starter stays the same throughout that Construction Phase. The other player starts in the next Era.

Solo mode omits the First Expedition Card. You take your action before adding and resolving a Solo Card for GURPS.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
