Choose either player to start by any method you like; the rules suggest the player most recently bitten by a mosquito as an example.
Rule details
The starter places one animal, then the second player places one; they repeat that order for their remaining animals before movement turns begin.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
