The player who lost the last game of Paris starts Phase 1. For the first game of the day, the last player to switch on a light in any room starts instead.
Rule details
The first player to place all eight of their Cobblestone tiles in Phase 1 takes the first turn in Phase 2.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
