The person most recently caught in the rain starts, or select a first player by any other method.
Rule details
Give that player the First Player marker.
During setup, place clouds in reverse play order beginning with the player to the starter’s right.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
