The player who most recently got an electric shock starts the first round.
Rule details
Play proceeds clockwise.
For each later round, the starting player is the next player clockwise from the previous round's starting player.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
