Who goes first in Pyramid Poker?

The first player to say “Tut Tut” places the first block in the pyramid.
Rule details
Players alternate placing their blocks. Once all 30 blocks are placed, they continue taking turns to remove blocks and form poker hands.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
