Whoever most recently ate fish is the starting player.

Rule details

That player chooses a starting set first and also takes the first turn. Other players follow clockwise.

The advanced wagon variant keeps this starting instruction. In solo play, you take every turn; there is no opponent or automa.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
