Whoever last searched for buried treasure is the first player.
Rule details
The first player reveals an expedition card; all players mark their treasure cards simultaneously.
The first-player role then passes clockwise for the next turn.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
