Whoever has the next upcoming birthday goes first.
Rule details
Setup describes the player's zodiac sign, then explicitly explains the choice in terms of whose birthday comes next.
Play continues clockwise after the opening turn.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
