The player with the most “hipster cred” goes first.

Turns proceed clockwise from that player.

Solo mode uses a different sequence: build and score for yourself, then build and score for the Grifter, then draw your replacement Building.

The rulebook does not define a measure for “hipster cred”; the group must agree how to apply it.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
