Who goes first in Terror Below?

In multiplayer, whoever most recently defeated a Worm in combat goes first.

Rule details

Choose starting Locations in reverse player order, beginning with the last player. This setup order does not change who takes the first turn.

The starting player plays a Vehicle card, resolves it, refills their hand, and checks for a possible Worm Attack. Turns then continue clockwise.

In solo play, the human uses one squad; the Worms’ separate Terror Turn happens after each human turn.

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
