Whoever sat at the table first takes the first turn and receives the starting-player hat.
Rule details
In a three- or four-player game, the starter places their piece on starting space 1; the others fill the next spaces in turn order.
With two players, the starter's pieces occupy spaces 1 and 3, and the other player's pieces occupy spaces 2 and 4.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
