Who goes first in Tiny Epic Western?

Whoever most recently saw a horse starts as Dealer and places the first Posse Token. Random selection is also an official option.
Rule details
The Dealer first shuffles and deals the Poker Cards. Posse placement then begins with that same player and continues clockwise.
Pass the Dealer Token clockwise at the end of each round.
In solo mode, you place a Posse Token before the Rival responds; the human player's turn always comes first.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
