The person who most recently visited a mall goes first. The rules also allow your group to choose its own method.
Rule details
Human players take the turns. After each Human turn, the Zombie player performs an action; the Zombie role is assigned separately during setup.
The two-to-four-player modes use automated Zombies instead of a Zombie player. Their Human turn rules remain the same.
In solo mode, you control two Human characters and alternate their turns.
Our interpretation
In a mode with a Zombie player, apply the starting criterion to the Human players. This follows the published turn sequence; the criterion's sentence itself does not expressly limit who qualifies.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
