The person who most recently visited Russia opens the initial auction, unless the group agrees on another method.
Rule details
That starter makes the first bid or passes in the opening Red stock auction.
After the initial auctions, Phase 1 begins with the last person who bought a stock certificate. The setup starter is not necessarily the first player in Phase 1.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
