Whoever most recently went to an airport goes first.
Rule details
That player also places their Trekker on an Airport first during setup. Others place theirs clockwise, with only one Trekker per Airport.
Regular turns begin with the same first player and continue clockwise.
The criterion concerns going to an airport; it does not require taking a flight.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
