Who goes first in Vienna?

The last person to have visited Vienna takes the start card (clock) and begins the game.

Rule details

Players then choose their other start cards in counterclockwise order.

The start player rolls first; play proceeds clockwise.

In later rounds, whoever holds the start card begins.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
