Who goes first in Vikings?

Players choose a start player; the rules give no selection method.
Rule details
That player takes the start player figure and prepares the first offering of tiles and Vikings. Players acquire sets clockwise.
In the standard game the figure passes left after each round; the Progress variant uses an auction to assign it.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
