Who goes first in Village Green?

In multiplayer, whoever watered a plant most recently goes first.
Rule details
Give that player the start player card. They take the opening turn, then play moves clockwise.
A turn draws and plays either a green card or an award card. Solo play uses separate rules and needs no choice between players.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
