Whoever most recently saw a sheep plays Wilson in the first round. Wilson makes the first swapping move; the person on their left makes Shep's first move.
Rule details
Wilson first hides their tile while the others close their eyes. The remaining players cooperate as Shep; later Shep moves pass clockwise.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
