The player who most recently visited Yokohama starts; if that does not determine a player, choose one by any preferred method.
Rule details
Give that player the Start Player card. It stays with them for the whole game.
The starting player begins with three yen; every other player starts with four.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
