Rule details

Starting granary amounts are 3, 4, 5 and 6 for the players present, counted clockwise from the starter.

The setup choice of starting cards runs in reverse turn order, beginning to the starter's right. It is a separate step from taking the first turn.

Action turns proceed clockwise. In later periods, the first player to pass in the previous period becomes the new starter.

In the solo challenge, the human player acts first each period and the rival reacts afterward.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
