The person who was most recently aboard a ship starts.
Rule details
If no one qualifies, the rulebook says to choose the starting player however you like.
The starting player takes the starting-player marker.
If there’s a tie
The cited starting-player instruction does not specify a tie-break. We don’t infer one.
