Whoever most recently saw an island goes first.

Rule details

The rule says seeing an island; it does not require landing on or visiting one.

Individual turns proceed clockwise, with movement, revealing a location card, and one action in that order.

For solo play, control two or more characters of your choice.

If there’s a tie

The cited starting-player instruction does not specify a tie-break. We don’t infer one.
